Kolkata, January 8, 2016: Indian Metallurgical Coke Manufacturers’ Association (IMCOM) thanks the Government for initiation of anti-dumping duty investigation on import of met coke. The Directorate General of Anti-Dumping and Allied Duties, Department of Commerce, Ministry of Commerce and Industry, Government of India had by its order dated December 30, 2015 initiated the anti-dumping investigation concerning imports of “Low Ash Metallurgical Coke” originating in or exported from China and Australia. The application for anti-dumping duty was filed by IMCOM on behalf of the domestic producers namely, Gujarat NRE Coke Ltd, Saurashtra Fuels Pvt Ltd, Carbon Edge Industries Ltd, Bhatia Coke & Energy Ltd and Basudha Udyog Pvt Ltd.
The domestic metallurgical coke industry has been suffering for over last two years due to excessive dumping of met coke by China. The cheap imports from China have increased exponentially by over 5 times in last few years and is today reaching India at a price which is much lower than the cost of production of met coke. Chinese met coke is today available in India at as low as $120 per tonne, while the cost of coking coal required for producing one tonne of met coke alone is $130 (1.44 tonne of coking coal produces 1 tonne of met coke). The Designated Authority has acknowledged this concern of dumping as it states in its initiation order, “The Authority prima facie finds that sufficient evidence of dumping of the subject goods, originating in or exported from the subject countries; injury to the domestic industry and causal link between the alleged dumping and injury exist to justify initiation of an anti-dumping investigation.” The order further goes on to acknowledge, “There is sufficient evidence of the significant dumping margins to justify initiation of antidumping investigation.”
IMCOM urges the concerned authorities to come out with the preliminary findings at the earliest for early imposition of provisional duty. The domestic industry believes that proper imposition of anti-dumping duty on import of met coke can become a life saver for the otherwise dying domestic industry.
