VIENNA, 24 April (United Nations Information Service) – Addressing European Union National Drug Coordinators in Malta today, INCB President, Werner Sipp, called for the application of alternatives to punishment of drug-related crimes of a minor nature. Addressing the meeting under the theme “Treatment Not Punishment”, the INCB President explained the role of the international drug control conventions, highlighting both legal and policy aspects, and how INCB assists governments in complying with their treaty obligations.
The President of the Board once again emphasized the vital principle of proportionality as enshrined in the conventions and reminded those present that, although the choice of legislative and policy measures to address drug-related crime remain the prerogative of States, these measures need not be punitive. He stressed that all three drug control conventions explicitly allow States to provide, as an alternative to punishment, treatment, education, after-care, rehabilitation and social reintegration for offenders, and that effective drug control policy must rely on a balanced, comprehensive and integrated approach which promotes human rights, health and welfare.
Mr. Sipp reiterated the INCB’s continued support of efforts by States to develop drug policies which contribute to furthering the health and welfare of humankind through the adoption of humane and proportionate measures.
The International Narcotic Control Board is the independent quasi-judicial body monitoring and promoting the implementation of the three international drug control conventions.
